The operation of horse- drawn vehicle rides from public place is now regulated by the City of Melbourne under the provisions of the Activities Local Law 1999 and horse- drawn vehicle operators must hold a permit.

The park and stop sites allow horse- drawn vehicle operators to feed and care for their horses, change manure bags and rest the horses while providing an opportunity to collect passengers.

Its history can be traced as far back as the 17th century when horses were the most popular mode of transport. A product of the Industrial Revolution, the horse drawn carriage was in the beginning used only by the aristocracy. Later coaching firms were established and it became a popular mode of travel.
